Profile

Gabriel specialises on international trade law, with a focus on trade in services. He has published extensively on trade in services, including his book on the liberalisation of trade in services in MERCOSUR and his forthcoming book ‘Adapting the GATS to a Changing Trade Landscape’ (Routledge, 2023). Gabriel is the founder and Director of the International Economic Law LLM at Queen Mary University of London. He regularly works with International Organisations, Government Officials, and Industry Associations on trade in services matters. In 2013-14 Gabriel held a visiting scholar position at the Trade in Services and Investment Division of the WTO. Prior to joining Queen Mary, Gabriel practised Employment and Commercial Law and worked for the Uruguayan Supreme Court of Justice.

Research Interests:

Gabriel’s research interests lie in international trade law and the legal aspects of financing development. Gabriel’s current research is focused on trade rules for services in the twenty first century and the institutional framework underpinning trade policy formulation and enforcement.
